On December 16, 2015, Assistant Foreign Minister Liu Haixing addressed the opening ceremony of the third High-Level Symposium of Think Tanks of China and Central and Eastern European Countries (CEEC), and jointly launched the China-CEEC Think Tanks Network.

The symposium was co-hosted by the Chinese Academy of Social Sciences (CASS), Secretariat for Cooperation between China and CEEC and the China Foundation for International Studies (CFIS). Over 200 people from China and the CEEC were present, including Wang Weiguang, President of CASS, Liu Guchang, Executive Director of CFIS, and Victor Ponta, former Romanian Prime Minister.
